Dear CCF Family

We’re writing to inform our supporters of recent developments in Chinese legislation that govern the activities of organisations including Good Rock who operate in China. As our church family we wanted to include all of you in this news.

At the end of 2016 China will require any foreign organisation with charitable activities to register under new laws*. Following consultation and agreement with our local team we have concluded that it is not in the best interests of our aims to register Good Rock as a foreign NGO in China. Firstly, it is not compatible for us to be managed by the Public Security Bureau of Xinjiang and secondly, the new laws require a tremendous amount of extra governance and administration, which would increase our operating costs to an unsustainable level.

Good Rock UK and Hong Kong will continue to support our current orphanage projects until December 31st 2016. This includes foster care, our Fig Bakery, medical relief and other small-scale projects. We will then hand these programmes back to the orphanages. We are also working alongside members of our local China team to prepare to register a ‘domestic’ NGO to continue the work we do with disabled young adults and others who are vulnerable and marginalised. Regrettably, under the new laws in China, after December 31st 2016 Good Rock will not be permitted to support Chinese orphanage projects nor the domestic NGO with either consultation or finances.

If you currently donate to us by direct debit or other regular giving, the donations you give will continue to support your sponsored child or sponsored project until the end of December 2016. Any funds received after this date, up until March 2017, will be administered by Good Rock (UK) and be channelled to support Good Rock partners working with orphans and other vulnerable children and young adults in China. With this in mind you should decide when (before March 31st 2017) you wish to cancel your standing order.

Between now and the first quarter of 2017 we are taking steps to move our administration and activities over to our Hong Kong base to give consideration for future charitable ventures in Asia. Our Leyland charity shop will close in December (date to be determined) and our UK office will move to temporary premises (details to follow). We will be sure to provide you with a final update on your sponsored child or project. If you do not currently receive our e-news I’d encourage you to subscribe on the Homepage of our website. Please also find us on social media so that you don’t miss out on vital information.

Our administrator, Eleanor, and I will oversee our UK obligations and the transfer of our operations to Hong Kong in the first quarter of 2017. I will then continue to work with our Hong Kong Board members to make decisions regarding our future collaboration with others working for vulnerable and needy children and young adults.

In writing this letter it is vital that I give you these important facts as clearly and as simply as possible. What remains is for me to express how difficult it has been to make the decision to exit China and say goodbye to all of the children we love and all of the people there who have worked hard towards the aims of Good Rock. We leave a few months short of our twenty year anniversary. However, the Good Rock team and I take comfort in the strong foundations we have built. We have seen how our work has contributed to tremendously positive changes in both child welfare policy and attitudes towards orphans and those with disability. For many years we have invested in training and empowering local people as caregivers and skilled practitioners such as physiotherapists and special educators.

We are grateful for the time we’ve had and I personally have treasured every moment of my time in China. Gratitude must also be expressed to the Civil Affairs and Foreign Affairs departments of government in China and to the Directors who have advocated for Good Rock throughout these years and have always provided cordial and supportive facilitation of our work. Thanks also go to the Directors and staff of the State Welfare Homes with whom we have had a very special working relationship. It has been a great privilege that in founding Good Rock’s work my family has been a part of helping children in the orphanage from where our daughter Abi came to us in 1997.

Perhaps I am coining an overused term when I say we are leaving others with roots and wings, however, I truly believe that what we have started is not finished and our local counterparts are prepared and equipped to go forward. Your support has made all of our good work possible so please be assured that our legacy is yours too.
